Alright... so I live in these dorm-style appartments with 4 other people. We all work off the same cable modem. However, I'm the only one that download mass quantities of crap daily, nor do I try to stream. Yet of the three of them still manage to use enough of the bandwith that I get booted totally offline and have to slip out and reset the modem to even be able to view a webpage. Even when I do have connectivity... its not enough to really play because the pings are anywhere from 1000-1800, I didnt get that even when I was trying to play on dial up when NWN first came out (pings were 600ish).
Is there some way for me to set things so that the others cant touch 25% of the bandwith? Or some such, not sure of the right terms. I do know that its suppose to be a 100mb/s connection speed... so anything I do online should be fully doable at 25mb/s or even 10mb/s.

Yes it is possible but it is totaly hardware dependant. You will have to check the specs on your modem to see if it supports load balancing.
Are you connecting to it wirelessly? Is there a chance someone else is connected it eating your bandwidth beside who you live with?
You should be able to dialinto the modem and see what is connected to it and what bandwitch they are using...again this is hardware dependant.
