So I totally understand that it was done for... Well actually no, I don't one bit understand the massive duration nerf on the wildshapes. Where server rules allow for such builds like a monk/shifter, sure, makes sense; but here I haven't seen any such abuses here. That being said, with the current change to 1 min/ Druid or shifter lvl, characters whose main focus is on taking advantage of such skill, are rendered near useless. There's no instance where such a character can be of any help for any venture lasting... Pretty much any time. My Druid wasn't even able to maintain a Bear shape for a single encounter in one of the goblin forts, and that was a (supposedly) 6 minute transformation. While sure, Shifters may get better forms, a first level shifter (11th level PC) can only hold its shapes for 2 minutes. While I don't expect the original duration reinstated (1 hour/level, though that would be nice), an increased time would give Druids and other shift-able classes, the ability to be more than just high wisdom fodder for groups. (I can't even imagine trying to bring a level 5 shifter into the UD, its shapes wouldn't last a single fight)

Opinions!
I would put the duration at one hour / level and if I felt that the shapes needed a nerf I would reduce their stats and/or abilities to get the balance I wanted.
Shifting can be a great ability to use in roleplay but if the duration is so short you won't have any time to roleplay being in the shape.. you'll be in too much of a hurry to get the most out of it in combat.
Shapes are the sole benefit of being a shifter and if the shapes don't last very long then the shifter will quickly use up his shapes and become... well, pretty useless.
Shifting is already a trade off ability in itself because it prevents you from casting spells and the benefits are usually situational. Cancelling a shape change is better if it's a strategic choice on the part of the player rather than it merely being a matter of short ability duration.

I'll look into durations. I'll also look into shifter options and add druid levels to durations for them if they aren't set that way already. I'll likely set all shifting/wild shapes to 5 mins plus level.
Alright, durations are now 5 minutes plus your level. Druid and shifter levels stack for durations only.
