At the moment if my PCs has boots of cold res +5 and the resist elements spell up. When he is hit with a ray of frost the damage comes off his endure elements spell, weakening it.
Is that right or should the boots absorb the 5 cold damage and his resist elements spell not be affected?

Damage reductions from items would only apply if the damage was not completely negated by a spell effect.
