With my draw back to NWN and here specifically, I figured I'd find things that weren't working as intended or possibly needing tweaking. I figured I'd start with Shifter.
In base NWN (Hordes of the Underdark), forms are allowed to merge item properties (To an extent). I haven't seen this applied to our forms here, below is an example shown on the wiki with "Y" indicating that properties from that item merge to the form/shape:
Weapon is any melee weapon in the main hand slot.
Items are those in the ring slots, amulet slot, cloak slot, boots slot, or belt slot.
Armor is the item in the armor slot, plus a shield if in the off-hand slot and anything in the helmet slot.
Gloves or bracers slot and the ammunition slots never merge.
Rules of thumb:
*Has a weapon? Merges all.
*Unarmed, stands on two legs? Merges items & armor.
*Unarmed, four or more legs? Merges armor only.
*Exceptions to the rule are epic manticore, spectre, death slaad lord, stone golem, and demonflesh golem.
While some forms might be considered "Over Powered" for our setting here, it must be noted that these forms do not gain in power or ability. Therefore, without these "powerful" shapes/forms, a Shifter can not properly scale with enemies or even the party that they are venturing with. The shapes/forms we have are great for RP and flavor purposes, but don't provide the strength of these base NWN forms. Adding 5 minutes base to the forms duration helped, but perhaps change it to 5 min + 2 min/ level instead of 1 min/ level. As of now, a 10 wiz/ 10 Shifter is only getting 25 minutes for the duration of their shape/form. This can be troubling when venturing with a party and taking your time (Actually roleplaying as opposed to running around).
I'll add some examples later on of the power discrepancy of what is actually in game, but I'm at work currently. The easiest solution in my mind, would be to add these base NWN forms to the list of possible forms to shift to.
