In the case of a Cleric having both domains giving unique summons, i.e. a Cleric of Velsharoon, Death/Evil Domains. Since neither domains add creatures to the normal summon tiers (Undead are only added to the list with Greater spell focus Necromancy, since non-divine spellcasters don't have an "ally" spell), there is no way to select which creature to summon with the summon ally spell. Upon testing, out of the 10 times I used the Summon ally spell, I got a skeleton (Knave) and no Kobold. (Granted, a cleric of Velsharoon would more than likely probably want the Skeleton...) If it is possible to add a similar selection for "Ally" spells, that would be cool. Granted, another alternative would be to add the "Ally" selections to the normal summon spells; but that would unintentionally void the purpose of the "Ally" tier spells.

I myself may or may not have a Cleric/Wizard who may or may not also serve Velsharoon (sheerly through coincidence, I promise) and may or may not also have Death and Evil as Cleric Domains. She has cast Summon Ally I about six times already, and the Skeletal Knave showed up each time. I just assumed that the creature summoned was entirely to do with the deity himself (and wondered if Kalbaern really set up a different summon for each level of Summon Ally and each god). If it's to do with the Domains, then I'll chime in and say that my (alleged) Velsharan Cleric/Wizard hasn't summoned anything from the Evil Domain yet. Unless the Knave's from the Evil domain too. But so far, no kobolds.

Evidently, Kobold Minions can be summoned by casting Summon Ally I. But Skeletal Knaves answer the summoning more often than Kobold Minions do, by far.
